Uploading photos af famous people

Is uploading on a personal blog photos of artists , actors , actresses , singers, songwriters ,politicians , famous people generally speaking ,permitted ?
Should someone ask for their accept or is legal to take their photos for free from any source available?

It is controversial. Some said their photos are all over the net and could not be copyrighted but others say those photos are copyrighted materials of particular media organization.

wikipedia has a good answer to your question. I remeber reading that it is okay to use a celeb photo if you are just trying to give a general idea of who the person is and it is necessarily relevant to identify the person with what you are trying to portray. The photo you use cannot be construed to represent anything other than a bland identification of the subject. ( i think!)
