Why not try fantastico script? There might be something wrong with your installation. If fantastico script does work, then there is problem with your installation or due to some phpbb worm causing problem.
ModSecurity Blog: mod_security and the PHPBB worm (Santy.A) For me, I only use fantastico.

It was not a problem with the installation because it happened months after I installed it! This is definitely on your end man.

Just please, for the sake of decency, check your mod_security rules. I'm 99% that it is causing the issue.

Just to see, I used Fantastico or whatever it's called, and installed php under /board. The same problem on /forum happened on /board. So this just proves it is either A) mod_security or B) a server misconfiguration.

Ok. I will look into it.
In the mean time, why not try smf forum. I use to have phpbb forum but it was causing lots of trouble. I have a few smf forums now and they don't cause problems.
